A. Bernice M. GNANGUENON GUESSE

Partnership Manager
Benin Debt Management Agency

Amédée Bernice M. GNANGUENON GUESSE is a 30-year-old Beninese specialist in development project management. Currently serving as Partnership Manager at the Autonomous Debt Management Fund of Benin, she has been engaged since 2019 in resource mobilization and project monitoring for development initiatives.

She holds an Executive Master’s in Development Policies and Practices from the Graduate Institute of International and Development Studies in Geneva, a Master’s in International Project Management from Senghor University of Alexandria – Benin Campus, and a Master’s in General and Territorial Administration from the National School of Administration and Judiciary (ENAM Benin). With approximately 8 years of experience, she has worked in development cooperation institutions including the United States Embassy in Cotonou, the West African Development Bank (BOAD), and the Ministry of Planning and Development of Benin.

Her various experiences reflect her passion for development issues and have allowed her to better understand the challenges related to implementing and evaluating public policies in Benin. In 2023, she conducted a study on project delays, which constitute a major concern in project implementation, and made key proposals regarding Benin’s institutional framework for project implementation to mitigate this phenomenon. She aspires to be among the women making a significant contribution in this field in Africa in the coming years.

Her involvement in various youth organizations has enabled her to work on mindset change and empower rural youth on issues of civic participation and maintaining peace during electoral periods. As a beneficiary of the Young African Leadership Initiative (YALI), she led the Public Management Program within the Board of Directors of the Benin YALI Alumni Association from 2021 to 2023. She actively engages in associative life to impact youth and make them the primary lever for positive and sustainable change in communities.
